Position Summary: The Program Director oversees the programs provided by Clackamas Women s Services and leads all direct service staff and program managers in the delivery of agency services. The Program Director supervises and supports the program managers and coordinators of CWS and provides direction and leadership for the execution of the organization s strategic plan, philosophy, values and mission in the delivery of services. Specific Areas of Responsibility: Programs and Services: 1. Manage implementation of program aspects of CWS Strategic Plan. 2. Provide regular supervision and support for all program managers and coordinators 3. Provide regular feedback to program managers and staff and daily triage to resolve complex problems or unique situations 4. Provide expertise for and establish quality standards, performance expectations, practices and policies for delivery of direct services across programs. 5. Implements measurable benchmarks to ensure standards, goals and performance expectations are met. 6. Support agency in centering equity and inclusion and in developing and implementing cultural competency, cultural responsiveness and culturally specific programming goals and services. 7. Lead and support program and agency evaluation strategies and determine gaps and the needs for improvement. 8. Maintain working knowledge of best practices in the field and continually works to raise service delivery beyond that level. 9. Provide oversight and facilitate implementation of agency data collection systems. 10. Serve as agency Custodian of Records; monitor all CWS program records and ensures grant contract compliance. 11. Work with Grants Manager to complete reports and ensure grant reports are submitted to funders on a timely basis. 12. Participate in program planning processes with each team and work with leadership to set both short-term and long-term goals and objectives for programs. 13. Provide final adjudication of participant grievances, as necessary. 14. Act as back-up to Program Managers during planned and unplanned absences and in emergency situations. 15. Keep senior leadership regularly informed on CWS programs. Systems Engagement and Community Networking: 1. Represent the mission, values & philosophy of CWS to program participants, staff, partners and to the public. 2. Responsible for cultivating and managing strong formal collaborations with a wide range of community partners. 3. Act as liaison and problem-solve with other community service providers. 4. Serve as primary agency liason for local systems-based partners, including law enforcement, criminal justice system and county partners. 5. Coordinate CWS participation in the Clackamas County Domestic Violen Protocol including the agency s role in the lethality assessment response. 6. Serve as the community based advocate trainer for the Strangulation Response Initiative. 7. Provide training to local law enforcement and others on DV/SA related issues, including: lethality assessment, trauma-informed interviewing, strangulation, and DV/SA investigations. 8. Support A Safe Place Family Justice Center in the development and implementation of policies and training for police, prosecutors, probation and parole officers, and the judiciary in recognizing, investigating, and prosecuting instances of sexual assault, with an emphasis on recognizing the threat to the community for repeat crime perpetration by such individuals. 9. Maintain collaborative associations with public and private organizations regarding domestic violence and related survivor needs. 10. Represent agency by attending public and private service provider meetings. 11. Speak publicly on behalf of the organization as necessary. 12. Work directly with the Executive Director to identify, create a plan and cultivate strategic partnerships with community partners and stakeholders; specifically in the area of service delivery. Other: 1. Provide direct service support as needed in all programs. 2. Prepare regular program reports for Executive Director & Board of Directors; provide occasional reports at meeting of the Board. 3. Meet regularly with Executive Director to plan and prioritize activities. 4. Other duties as assigned. QUALIFICATIONS: * Proven experience as a Program Director. * Minimum 5 years direct client service / programming experience. * Minimum 5 years management / budget / personnel experience. * Experience working with law enforcement preferred. * Demonstrated experience in providing or supervising shelter services and/ or housing assistance. * Thorough understanding of project/program management techniques & methods. * Excellent organizational and leadership skills. * An analytical mindset with great problem-solving abilities. * Excellent communication skills. * Demonstrated ability to effectively communicate understanding of domestic & sexual violence, and their effects on survivors, their children and society. * Demonstrated understanding of anti-oppression issues, ability to work effectively with individuals from diverse backgrounds, and understanding of culturally responsive service delivery methods. * Successful experience writing government grant proposals and reports. * Demonstrated understanding of participant outcomes, and moderate to significant statistical reporting experience. * Computer proficiency in Windows environment including: word processing and spreadsheets and client databases * Valid driver s license, reliable motorized vehicle required and automobile insurance. * Demonstrated experience and solid relationships with Clackamas County social service delivery agencies preferred.
