This position is responsible for overseeing cost estimates, developing proposed project budgets, and ensuring the delivery of application development services fulfill the business needs of the Department.Management Information Chief (2 positions)Unemployment Insurance Application DevelopmentOperations, Equal Rights and Worker's Compensation Application DevelopmentThese are Section Chief positions serving as managers responsible for overseeing the systems development and maintenance activities for the assigned business areas and assigned IT Application Platform Service(s). These positions manage and direct the work efforts of consultants, contractors as well as state employees, oversees cost estimates and proposed project budgets, and the assigned business needs of the Department.Special Notes:Due to the nature of this position, a criminal background check will be required prior to appointment.Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.Qualifications:Minimally qualified applicants will have the following:* Experience in a Lead role at the section level (e.g. lead worker or higher, not project management)* Experience with software or application development efforts using Agile, Iterative, or Waterfall* Experience with application frameworks (MS .NET, web application servers) and with relational database systems (MS SQL Server, Oracle or similar)* Experience leading IT Projects* Experience developing and implementing IT plans, goals, policies and proceduresWell-qualified applicants will also have the following:* Experience as an Application Development supervisory/management (e.g. formal supervisor or higher) role* Experience leading Agile software development activities* Experience developing and monitoring budgets* Experience managing vendor software or service contracts* Experience with Software as a Service (SaaS) or Cloud Services* Experience with business intelligence (reporting, dashboards, data warehouses, metrics)
