Sr. Associate, Program Management (L2)

This individual will support the Program Management Organization in a staff capacity by analyzing and reporting on program/project execution metrics, assisting in program kick-off workshop activities, preparing and reviewing program dashboard performance monthly reports, and assisting in special management studies supporting Program Management. The PA core responsibility will be to conduct needs assessments, planning, analysis, traceability and monitoring, and evaluation of program data enabling successful project, program and aftermarket services planning and execution. The PA is responsible for facilitating BOE planning through program kick-off workshops, coordinating and developing comprehensive dashboard reporting metrics and pivot tables, providing contract data item reporting inputs that improves overall execution capabilities that support the initiation, planning, monitoring, controlling, execution and closeout of IES Programs.

Essential Functions:

NEEDS ASSESSMENT: Understand business problem or opportunity and support evaluation of various inputs to effect solution.

Identifying programmatic problems, inconsistencies and opportunities using problem and opportunity analysis techniques to develop solution scope statements. Provide inputs to create program corrective action plans.

Collect and analyze program information using valuation tools and techniques to determine value proposition of product initiatives.

Drive collaboration in program goals and objectives by providing clarification of business needs and solution scope to align product delivery with organizations goals and objectives.

Identify key stakeholders and drive goals, objectives, and requirements to appropriate parties to insure representation, information, and involvement. Determine stakeholder value in creating prioritized baseline requirements.

PLANNING: Manage program analysis activities that occur within a program with defined tools, policies, and procedures to assist Program Manager in execution of the effort.

Review business case, project goals and objectives to provide program context for business analytics activities.

Assist in SOW decomposition to define strategy for requirements traceability using Verification Cross Reference Matrix (VCRM) traceability tools and techniques to establish traceability levels necessary to monitor and validate requirements compliance.

Coordinate operations execution plans for Production & Sustainment activities into dashboards for program and customer planning.

Track requirements for program baseline change requests and identify stakeholder communication requirements. Manage BCR process.

Report on program business dashboard metrics and acceptance criteria by collaborating with stakeholders to ensure defined solution meets requirements.

ANALYSIS: Manage changing program requirements by elicitation, decomposition, acceptance, approval, specification, and validation.

Analyze, decompose, and elaborate on program requirements using techniques such as dependency analysis, interface analysis, and data/process modelling to collaboratively clarify program execution options and capabilities during program kick-off phase.

Work with Schedule Planners to balance scope, schedule, budget and resource constraints using prioritization/dependency analysis and decision making tools and techniques to create a requirements baseline in support of VCRM.

Work with PM to obtain sign-off on requirements baseline using influence management to facilitate stakeholder consensus and achieve stakeholder approval.

Monitor and validate adherence to program requirements using tools and techniques such as documentation reviews, prototypes, demos and other validation methods in order to ensure requirements are complete and satisfied as documented in VCRM. Ensure requirements are complete, accurate, and aligned with program goals, objectives, and traceable to program proposal and associated business case.

Elaborate and specify detailed program dashboard metrics and acceptance criteria using measurement tools and techniques to verify program solution meets requirements.

TRACEABILITY AND MONITORING: Manage life cycle of program requirements, and associated communications to effected stakeholders.

Track adherence and monitor program requirements using the VCRM to monitor requirements fulfilment status and associated supporting sub-requirements.

Verify requirements are being delivered as stated, and document supporting artefacts to verify compliance against Inspection, Test, Demonstration, Analysis documentation.

Notify stakeholders of requirements status as is moves through program lifecycle and communicate variance in compliance matrix (VCRM) to keep them informed of issues, conflicts, changes, risk impacts, and overall status.

Work with Program Managers to manage requirement changes by assessing impacts, dependencies, and risk according to change control plans of the program.

EVALUATION: Assess how well the delivered solution fulfills program requirements and meets business needs.

Work with Program Manager to validate program solutions test results, reports, and other compliance matrix measures satisfies program requirements.

Work with Quality Assurance to analyse and communicate program solution identified gaps and deltas using quality assurance tools, techniques and methods to enable program stakeholders quick resolution of discrepancies between program scope, requirements and developed solutions.

Obtain stakeholder sign-off on developed solutions using influence management and other decision-making techniques in order to proceed.

Evaluate proposed solution using valuation techniques to determine how well a solution meets the business case and overall program value proposition.


Monitor and report on work product inputs from assigned program team members required to complete assigned work that ensures on-time delivery.

Participate in program activities as a key stakeholder within a program management team.

Ability to communicate status and other information with customers through status reports (ie. LOBs, etc) and supporting customer meetings.

Serve as liaison between program management and functional line management to collect and verify data.

Knowledge and use of Analytic tools and techniques such as decomposition, progressive elaboration, dependency analysis, gap analysis, impact analysis, risk analysis, and assessment.

Demonstrated use of collaboration tools and techniques, communication skills, techniques, and tools (for example, technical writing, business writing, and working with virtual teams, presentation skills, verbal and nonverbal communication). Conflict management and resolution tools and techniques. Documentation management tools and techniques.

Comply with all applicable U.S. export control and security regulations. Compliance with and promoting all relevant legal requirements, policies and procedures, including business ethics, data protection and health & safety.


BS / BA Degree May accept significant demonstrable prior experience in lieu of degree. Working proficiency in Planning, Risk Assessment, Financial Management, Human Resources, etc., including the ability create, maintain and develop management reports. Cost accounting experience desired. PMI Professional in Business Analysis (PBA-PMI) Certification required within 12 months of hiring. Six Sigma Certification. At least 2 to 3 years experience creating and maintaining a reporting program as a subject matter expert in Scheduling, Risk Management, Financial Management, or other Program Management relevant knowledge area.


Experience in a Government contracts environment strongly preferred. Experience working with Governmental acquisition processes desired. Excellent collaborating and influencing skills.

Knowledge skills/Other attributes:

Working level proficiency in MS Office Suite (e.g., MS Word, Excel, PowerPoint, and MS Project). Work experience desired and working knowledge with Earned Value Management Systems (EVMS), Enterprise Resource Planning (ERP) Systems, Risk Management Systems, and Finance Management and Analysis. Demonstrated experience/familiarity with the Project Management Institute Project Management Body of Knowledge. Specific to project initiating, planning, executing, monitoring & controlling, and closing phases. Individual will work without appreciable direction and exercise considerable latitude to determine and develop approaches to solutions. Demonstrated understanding of basic business operations and organizational levers (systems, processes, departments, functions) that drive profitable growth.
