OverviewQuantiTech is currently looking for a Program Analyst to join our team in Huntsville, AL.ResponsibilitiesDuties will include, but are not limited to:* Provide Programmatic Support to UH-60A/L Modification program to include: Prepare briefing information in support of the Department of the Army (DA) activities such as the Program Objections Memorandum (POM) and Budget Estimate Submission (BES), Weapon Systems Review (WSR), SMART Charts, GB Reviews and miscellaneous tasks from the DA staff.* Responsible for the budgeting, planning, and forecasting to determine and detail to UH-60A/Ls long and short-term financial requirements* Develop Continuing Resolution impact statements to the program* Track UH-60A/L Modifications funding requirements against funded budgets, conduct gap analysis, and prepare Unfunded Financial Requirements (UFRs)* Prepare UH-60A/L Modification Procurement (P) & Research, Development, Test and Evaluation (R) Forms* Proficient in all aspects of funds execution. Support UH-60A/L Modification and H-60V Programs to include: Preparation of commitment requests, tracking obligations and disbursements to ensure all Office of the Secretary Defense (OSD) goals are met.* Develop UH-60A/L annual IOB. Initiate required Manpower forms for new hiring actions and backfilling vacancies* Support the UH-60A/L Modifications team executing base and supplemental funding for upward of twenty-five programs* Reconcile consolidates funding for MEDEVAC and UH-60A/L on AA0492 for submission to Financial Execution* Assist UH-60A/L Modification Technical leads in briefings preparation for the Board of Director (BOD) monthly reviews* Prepare Contractor Performance Assessment Reports (CPARS)* Assist in the preparation of MOA/MOU and DD1144 per DoDI 4000.19 (Support Agreements) in conjunction with funds execution* Coordinate with UH-60A/L Recap as necessary to the fund the L to V program with both RDTE and APA appropriations* Attend UHPO Quarterly contracts reviews* Attend weekly Business Management Division (BMD) staff meetingQualifications* Must possess an active and transferrable security clearance with current investigation. Must be able to maintain the required clearance.* Bachelor's Degree* 6 years of experience* Experience managing multiple appropriations to include ROTE, APA, and OMA and posses an understanding of investment funds versus expense funds* Experience using the General Fund Enterprise Business Systems (GFEBS)* Experience conducting analysis of past execution trends, technical data, and upcoming requirements to prepare budgets and planning models* Experience working as part of an Integrated Product Team (IPT)* Perform execution analysis to ensure contact performance is within negotiated parametersApplicants for positions which require a US government security clearance must meet eligibility requirements to include US citizenship.QuantiTech is an Equal Employment Opportunity employer as defined by the EEOC.
