Position Description Benefits Supplemental QuestionsThis posting will be used to fill a full-time position in Waste Management Services in the Department of Public Works.This is program management support work carrying out assignments in operational programs requiring knowledge of a range of program issues to perform recurring assignments involving standard principles and practicesThis position is a field-based position, which requires excellent verbal communication skills, considerable knowledge of recycling and waste management industries, as well as the ability to function in landfill and solid waste facility environments.NATURE AND VARIETY OF WORKDevelop strategies, plans and tools to increase recycling participation and quantities of recyclables captured at Recycling Centers, through the curbside collection program, and by interacting with government, residential, and commercial customer groups and organizations.Coordinate and communicate activities and plans with facility and other supervisors and managers to ensure successful implementation.Train and educate County personnel and residents about recycling and solid waste programs.Manage the recycling cart program to include maintaining the inventory, distribution of deliveries to residents and facilities, and repairs.Examples of Duties and Knowledge, Skills and Abilities: (Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class. They are not intended to include all of the essential functions of all positions in the class.)Recycling Centers - Interact with customers at Recycling Centers to educate and encourage them to recycle all that they can. Recommend initiatives, tools, or practices to remove barriers to recycling. Communicate and coordinate with Recycling Center Supervisors to ensure clear direction for staff and customers.Curbside Collection Services - Survey and monitor recycling collection services for business and CORPS customers. Assist in developing outreach materials, for business, residential and CORP customers. Coordinate information and needs with Curbside Collection Supervisor and Recycling Manager as appropriate. Work cooperatively with Curbside Collection Supervisor, Inspectors, and Customer Service Representatives to increase residential curbside recycling. Work directly with residential customers to encourage recycling.Recycling Cart Maintenance Program - Manage inventory and records of recycling carts and replacement parts. Communicate with Recycling Center Supervisors, and Solid Waste Supervisors as necessary to maintain appropriate inventory at Recycling Centers and meet delivery and repair requirements for residents. Monitors cart delivery contractors, if applicable.Develop strategies and tools to address specific problem areas for curbside collection services. Working closely with Curbside Supervisor, Inspectors and Customer Service Representatives, develop and implement strategies to solve problems endemic to specific situations, such as collection points and townhomes. Monitor to gauge success of efforts.Work closely with Curbside Supervisor, develops strategies to contact property managers, civic groups, and homeowners' associations to provide assistance as needed to increase recycling participation and recycling volume. Work closely with the Community Services Division to launch, monitor and evaluate the different outreach activities to determine success rate. Solicit suggestions and feedback from residents and WMS staff on possible enhancements to the recycling program.Prepare reports, data summaries, and other written work to communicate within the Bureau, Department, and County.Position requires heavy/bulky lifting and loading when working at Recycling Centers, distributing recycling carts, delivering recycling containers and managing cart inventory.Performs related duties as required.KNOWLEDGE, SKILLS, AND ABILITIESKnowledge of recycling program development.Knowledge of education, marketing and outreach specific to landfill or recycling operations.Proficiency using Microsoft Office Suite (Word, Excel) Google Doc/Sheet, G-Mail or related computer software systems.Knowledge of the program areas related to the department/agency to which the position is assigned.Ability to prepare, interpret, and evaluate program proposals and modifications.Ability to communicate effectively, both orally and in writing.Ability to deal tactfully, effectively and equitably with people.Ability to attend meetings or perform work at locations outside the office, if necessary.Minimum Qualifications: Graduation from an accredited four-year college or university; and one (1) or more years of experience with any combination of the following: working in landfills or transfer stations with either solid waste or recycling acceptance or processing facility operations, OR working in commercial or residential solid waste collection operations.NOTE: The four-year college degree may be substituted on a year-for-year basis with up to an additional four (4) years of the above referenced experience for a total of five (5) or more years experience.Supplemental Qualifications: Preference will be given to candidates with the following:1.) Possession of a four-year college degree.2.) Experience with recycling program development.3.) Education, marketing and outreach specific to landfill or recycling operations.4.)
