Program Manager (DISA) Fort Meade, MD

Essential Job Functions

- Serve as the primary contact for all contract matters between the government KO/COR and the contracting staff

- Responsible for providing expert advice to senior staff and be responsible for final review of all contract deliverables.

- Deep understanding of the Planning, Programming, Budget, Execution (PPBE) process, in particular, Budget Formulation

- Perform budget support functions involving the formulation, justification and/or execution of budgets for the DISA Infrastructure Executive.

- Support the preparation of appropriated budget exhibits and assist in preparationof supporting justification as well as assist in the development of detailed programming and financial planning, justification, and documentation for inclusion in the Program Objective Memorandum (POM), Budget Estimate Submission (BES), and Presidents Budget submissions.

- Extensive knowledge of and experience working with the Defense Working Capital Fund (DWCF), to include both budget templates and spend plans.

- Responsible for administratively resolving over/under runs, funding requirements and related contract needs.

- Ensure all contract staff are appropriately trained and prepared to support task requirements

- Responsible for ensuring cost, schedule and performance meet are exceed target goals

- Provide detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues.

- Direct oversight of a large and complex team


- Possess an in-depth knowledge of the program management process

- Ability to work with Senior Government Leads, Division and Branch Chiefs

- Intimate understanding of the Agency level operations (CFO/CIO experiencepreferred)

- Ability to analyze and coordinate the schedule, timeline, procurement, staffing and budget of a product or service on a per project basis.

- Lead and guide the work of the technical staff

- Ability to write narratives justifying agency budget exhibits.

- Ability to analyze trends and developments in the Planning, Programming, Budgeting, and Execution (PPBE) process. Analyze and verify budget data. Enter budgetary information in a variety of automated financial systems, develop reports and schedules using Microsoft applications, DoD and DISA automated systems.


- Experience analyzing and interpreting DoD and Agency level policy and guidance to determine impact; and developing, staffing, policy and guidance documents

- At a minimum, 5 years of experience working in DoD (preferably within a CFE, CFO or CIO office)

- At a minimum, 5 years of experiencing in managing large teams performing multiple tasks at multiplelocations

- A minimum of 8 years of Budget Analysis experience

- Be able to initiate, supervise and develop requirements from project inception to conclusion for complex to extremely complex programs; provide strategic advice, technical guidance and expertise to program and project staff.

- Bachelor's or Master's degree in Business, Finance, or Accounting.

- A DoD Financial Management Level 3 certification or the American Society of Military Comptrollers Certified Defense Financial Manager (CDFM) certification or the Association of Government Accountants Certified Government Financial Manager (CGFM) certification

- Experience with DoD policies, regulations and procedures is also required.

-Have Active Secret Clearance at a minimum
