Program Analyst

ASRC Federal Space and Defense (AS&D), a subsidiary of ASRC Federal Holding Company, is seeking a Program Analyst in Silver Spring, MD.

The candidate will join an existing government and contractor team and provide program, policy, and budget analysis support to the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data and Information Service (NESDIS) organization. NOAA/NESDIS provides scientific and technical leadership for development of environmental satellite services and products.

NESDIS Headquarters provides programmatic, technical, and budgetary oversight of major satellite programs, including the Geostationary Operational Environmental Satellite - R Series (GOES-R) and the Joint Polar Satellite System (JPSS), as well as satellite ground development, operations, and science. Its executive team is responsible for balancing the needs of a diverse set of programs, while making efficient use of taxpayer dollars, and meeting the observational needs of its main customer, the National Weather Service.

Working in support of NESDIS Senior Executives, the candidate will provide a wide range of program analysis support services. The candidate will highlight and prioritize major issues within the Senior Executive's portfolio of programs, drawing attention to the programmatic, technical, or budgetary issues of the greatest concern. The candidate will draft talking points for Congressional meetings and briefings to ensure messaging is consistent across the NESDIS Leadership team and with previously released public documents. The candidate will provide special project support for the NESDIS Executives, and will pre-screen documents and responses from the NESDIS program office's to ensure the NESDIS Executive's requests have been met, among other duties as assigned.

Roles and Responsibilities:

• Correspond with NESDIS Program Office's to extract major issues or concerns requiring the Executive's attention.
• Review material submitted for Executive clearance to ensure it meets the request, highlighting any areas of concern.
• Ensure the Executive has adequate background and situational awareness before clearing documents, and that the clearance schedule is adhered to.
• Maintain, monitor, and ensure progress on the Executive's list of action items, from agency, Interagency, or Congressional meetings.
• Draft talking points or speeches for Congressional meetings or public events.
• Provide special project support to resolve technical, budgetary, or programmatic issues, as assigned by the Executive.
• Lead and coordinate project teams sponsored by NESDIS Executives.
• Work with the NESDIS Office of the Chief Financial Officer and Legislative Affairs Team to review Congressional bills or acts and highlight matters impacting the Executive's portfolio.
• Work with the Executive's Executive Assistant to ensure the Executive's schedule is focused on the highest priority and most time sensitive matters.
• Provide and present briefing materials for NESDIS leadership.
• Coordinate with program offices to translate technical scientific and engineering focused documents for consumption by external audiences, including Congress.
• Provide support and expertise in responding to Congressional requests, or to internal DOC and NESDIS requests.

Requirements:

• Bachelor's degree and 2+ years of experience or Master's degree and 0+ years of experience.
• Master's degree highly preferred.
• Skill in using discretion and tact when dealing with all levels of leadership.
• Familiarity with the NOAA mission and organizational structures a plus.
• Existing knowledge of NESDIS satellite portfolio a plus.
• Highly organized and punctual.
• Ability to manage multiple projects in a fast-pace working environment.
• Ability to understand and prioritize customer needs.
• Ability to initiate action independently after receiving general guidance/direction.
• Ability to communicate effectively both orally and in writing.
