PURPOSE OF THE POSITION

The position is responsible to provide planning & performance oversight across major streams within the Facility business:

  1. Project Support Office
  • Includes the guiding of Project Managers through policy 13 interpretation, project cost accumulation & tracking methods, vendor commitment tracking, new vendor account coordination with AP, vendor relationship from a procurement standpoint including contract support, Service Orders and POs, SAP project setup – essentially a Project Management Office function within Facilities.

  1. Utility Management (USA and/or Canada backup)
  • Oversees New account setup and coordination between: CP departments, the Utility companies, and Engie (CP’s Utility processing provider), tracks consumption and expenditures, provides input to CP’s Annual sustainability report and periodic variance explanations (month/quarter/annual) and specific operations department request regarding our various facilities.

  1. National Vendor Management
  • Implements and oversees National Vendor payment best practices in order to streamline and augment CP’s ability to benefit from vendor volume discounts and early payment discounts and to improve line of sight to service provided and invoice appropriateness.

  1. Lease-In Management (CP as a tenant USA and/or Canada backup)
  • Manages or supports the leasing process from start to finish as per Facilities SOX controls including lease initiation and approval, compliance to Policy 16, rent payments and rent roll monitoring, commitment reporting to Finance, and Capital alternative evaluations in support of CP’s strategy to exit leased premises.

POSITION ACCOUNTABILITIES

  • Develops, and assists in the development and execution of annual and multi-year capital and SMA initiatives that improve Facilities’ ability to provide more cost effective building & asset servicing and maintenance.
  • Participates in the annual Capital and SMA planning for Facilities infrastructure and building/ equipment improvements and replacements.
  • Supports, and guides Facilities Project Managers and field teams in developing their initiatives, by providing project-tracking guidance, defining scopes and project costs and identify economic benefits of the project of the Initiatives.
  • Handles / coordinates the IFR input requirements and approval process for its region / area of responsibility.
  • Develop & distribute various standardized project tracking models and performance & financial measures reports.
  • Maintains Active and Regular contact with Project Planning Group to ensure Facility upgrades and modifications are planned, budgeted, and executed within allowed limits.
  • Perform Quarterly reconciliation of lease commitments through the Rent Roll and Finance commitment documentation.
  • Oversees New Utility account setup and coordination between: CP departments, the Utility companies, and Engie — CP’s Utility processing provider and platform provider.
  • Tracks consumption and expenditures, provides input to CPS Annual sustainability report and periodic variance explanations (month/quarter/annual) and specific operations department request regarding our various facilities.
  • Provide analytical support for various time-sensitive senior management queries — Projects, Utilities, and Other.
  • Manages or Supports the leasing process from start to finish per Facilities SOX controls

    including lease initiation and approval, compliance to Policy 16, rent payments and rent roll monitoring, commitment reporting to Finance, and Capital alternative evaluations in support of CPS strategy to exit leased premises.
  • Defines, based on lease contract reviews, payment terms and frequencies and initiates

    methods of payment including recurring in coordination with CP’s AP Department
  • Support the annual First Nations revenue sharing payment procedure

POSITION REQUIREMENTS

  • University degree in business, accounting, finance or related field;
  • Process management skills;
  • Strong attention to detail and accuracy;
  • Strong verbal and written communication skills
  • ERP/SAP expertise (desirable);
  • Application Expertise (desirable): BPC, Excel
  • Ability to set and meet deadlines and work independently in a fast-paced environment;
  • Ability to work collaboratively with multiple stakeholders
  • Ability to build relationships cross functionally

Management Conductor Program:
